The organizer of 9th International festival of cartoon Solin 2013 is the city Solin. The festival is opened for everyone regardless of nationality, age, sex, or profesion.

Conditions of entry:
1. All entries must be original cartoons. Framed works, also, will not be accepted.
2. Entries can be either black and white or colored.
3. There should be the name, surname and the address on the reverse side of cartoons.
4. Maximum 5 entries will be submitted.
5. Maximum size of entries is A3 format (40x30 cm).

The postage EUR 5 will be paid by autor. The organizer reserves the right to reproduce the works sent to the festival, Solin 2013, as the advertising material without being obliged to pay a fee to an author whose work may be used. The prize-winning works become property of the organizer.

BRILLIANT MINDS INTERNATIONAL FESTIVAL: THE CITY OF IDEAS 2013
Eligibility & Requirements
1. Open to professional or amateur artists, over 18 years old, from anywhere in the world.
2. The artworks submitted must be completely original and unpublished. They should not be participating in another contest or event at the same time.
3. The idea to develop will be as follows:
“Dangerous Ideas”
What is your dangerous idea capable of changing the lives of 10 million people over the next six years?
Express your DANGEROUS IDEAS in a cartoon and share, with the IDEASTAS, your innovative proposals to change the reality of 10 million people in six years. Within your work you can use short texts that must be written in Spanish and translated into English. You should clearly state the question or idea in the cartoon or in title of your work.
*The organization reserves the right to withdraw from the contest those works that are considered to be offensive or violate human rights.
4. Each artist will be able to participate with 3 works of his or her own (those artists that submit more than 3 works will be disqualified from the contest).
5. Any artistic technique will be accepted (by hand or digital, coloured or black and white).
6. The artwork may not be greater than 21cm x 29cm (8,2 in. x 11.4 in) in size or proportional. In case is presented in digital format, with a resolution no less than 300 dpi and no bigger than 10 MB.
7. If the contestant submits his or her original work, he or she must attach the following information in a sealed envelope:
• Full name of the author and pseudonym
• Photo or self-portrait of the author
• Address
• Phone number
• Email
• Nationality
• Title of each work
• Is this the first time you participate?
• Brief biographical summary (CV)
8. The contestant will have to sign a certification. If the work is uploaded, the artist must click on the acceptance box. If the original artwork is sent by post, the artist must include and sign the following statement:
I, (name of the author) certify to be the author of the artwork(s) presented to the 2013 Dangerous Ideas Contest and submit them to the City of Ideas. 11.This call for submissions will run from May 17, 2013 to August 1, 2013. Applications submitted by e-mail or normal courier must be sent between these dates and must have the date registered in the post stamp or in the e-mail.
12.The final results will be announced in the official website of City of Ideas http://www.ciudaddelasideas.com, in Twitter and Facebook. The winners will be sent a notification to the specified e-mail they send with their personal data. We ask you to disregard any email confirmation if it does not come from the following domains: ciudaddelasideas.com or podercivico.org.mx.
13.The board will be appointed by Poder Cívico A.C. and will be entitled to solve any contest-related situation that does not meet the requirements stated in the entry requirements. The award may be declared null if the jury believes that none of the works presented comply with the quality standards. The members of the board will be announced once the call for submissions starts.
14.The non-winning authors may recover their original works in Poder Cívico A.C. head quarters, three months after posting the final results. The original works which are not reclaimed and picked up in the aforementioned period, will be on deposit with Martha Barragán Méndez15.

RULES FOR PARTICIPATING IN THE EXHIBITION
Theme: “ENERGY EFFICIENCY”
1. The artist that wish to participate in VI International Exhibition of Graphic Humor – Lima 2013 must send to the organizers of the event his/her personal information (Full name, address, contact number, postal address) next to his/her art work, a short autobiography and a photography and/or cartoon.
2. The works that will be sent must be about the selected theme for the sixth edition: ‘Energy Efficiency’. However, the artistic technique used will only depend on the artist.
3. The artist is able to send up to two works from his/her personal carpet. Those works can’t have been published previously before.
4. The work must have 300 dpi resolution (minimum), and the size must be A-4 (30 x 21 cm.).
5. The art works, next to the information required, must be sent only to the official e-mail: salonhumorperu@salonhumorperu.com
6. The last day to send the works will be June 28th, 2013 (UPDATED!) JULY 30th, 2013.
7. The received works that are selected will be part of the itinerant exhibition that will be opening September 5th, 2013.
8. The artist whose works were selected will get a Luxury Book of The Exhibition of Graphic Humor, the one that will be published with the different works received.
9. The artist authorize the organizers the use of his/her art work to create publicity pieces for the International Exhibition of Graphic Humor to promote the event (posters, t-shirts, press notice, and others).

FIRST INTERNATIONAL ILUSTRAMAXIMA COMPETITION. "WATER"
The 1st international “IlustraMaxima” competition is hereby announced.
The artists shall carry out their work based on maxims about subjects related to water. (see maxims here)
1. PRESENTATION
The competitors must register or identify themselves on the web page and attach their work in JPG format, in the competition section, in the field provided for this purpose.
2. COMPETITORS
The competition is free. Anyone that wants to can participate. Candidates must be at least 16 years old. Participants should register on the competition’s web page and upload their work in JPG format. Each participant may present a maximum of three works.
3. MODALITIES
The competition is based on aphorisms or maxims chosen previously by the organiser and its partners. These maxims are all linked to the subject of the current year. For the year 2013, the subject chosen is “water”. Each candidate should illustrate a maxim in a single cartoon / illustration, using the technique of their choice. The candidate should indicate, in the lower right margin of the illustration, the number of the maxim chosen. The scenes and characters must be self-created and unpublished.
4. FORMAT
Each of the works handed in should not exceed a format of 800 x 600 pixels, with a minimum resolution of 300 dpi.
5. PLACE AND DEADLINE FOR SUBMISSION
The work must be sent exclusively through the webpage by 12th October 2013.
6. JURY
A qualified jury shall choose the best works. The prizes shall be awarded within six weeks following the end of the competition. The jury may declare a certain number of prizes null, and this decision cannot be appealed against. The works shall be evaluated based on three criteria: Quality of the work: 40% Agreement of the work with the subject of the maxim and the competition: 30% Quality of the educational focus of the work: 30%
7. PRIZES
The IlustraMaxima competition has 4,000 Euros in prizes distributed amongst 5 categories as follows: 1st prize: 1,500 Euros. 2nd: 1,000 Euros. 3rd prize: 700 Euros. 4th prize: 500 Euros. 5: 300 Euros.
8. CESSION OF RIGHTS
The illustrator exclusively cedes to the publisher the rights to reproduction and distribution of the illustrations, for commercial use (digital and paper), in all of the world’s languages and countries, for a duration fifteen years. All of the authors chosen, including the winner, shall receive a free access code to the collective book in one of the languages of the publication.
The organizer of the competition shall create, based on the five prizes, in an undetermined period of time, a limited edition on paper of five numbered copies signed by the president of the jury, as evidence of the awards received. This limited edition shall remain in the possession of the organiser that shall make them available for sale.
The original works shall remain in the possession of the authors.
The rest of the works, including the works presented and subsequently selected by the jury, shall be published by the publisher. In order to correctly display the works, the publisher shall create a book (costing between 2 and 3 Euros) and / or a paper agenda the year after that shall not accrue any pecuniary rights for the authors of the illustrations. Each author published in the e-book / catalogue shall receive an access code in order to be able to read the e-book and use it freely and personally. The granting of this right shall end fifteen years following its publication.
These elements constitute a source of funding of the competition and contribute to the payment of the prize money for the five winning works in Euros and to publish the work of the selected artists.
The publisher reserves the right to exhibit or to allow the works to be exhibited, within the scope of the IlustraMaxima competition, without paying any financial compensation.
9. OTHER PROVISIONS
Participation in this competition implies acceptance of these rules.

7. The inquiry of participant must be filled in a letter of seal by English, Russian or Ukrainian. ( the form of participant is added ).
8. The works sent on a competition can be exhibited in show-rooms of Vassylivka, other museums, galleries, in decision of organizers and also can be placed on the site of museum.
9. Organizators must write name, surname author, his contry on all works.
10. Copyrights on image, names and texts of works, belong to the author, they do not change. An author carries responsibility for the works in obedience to the current legislation of Ukraine.
11. Pictures which were the before recipients of an award on other competitions, sending is possible, but with an obligatory mark, where and when they were the recipients of an award. The fact of participating means in a competition, that participant accept all terms of competition.
Special conditions
1. On opening of exhibition and ceremony of rewarding of winners can arrive all persons interested, before that warning the organizers of competition. For passage and dwelling they bear expenses.
2. As a result of competition "Fun in Vassylivka style" there will be given out catalogue. All authors, whose works, will enter in a catalogue after the conclusions of judge, will get the free catalogue of competition by mail.
3. Organizers and sponsors of competition can enter a few special prizes after receipt all works on a competition.

The International jury will make a selection out of submitted cartoons which is to be exhibited and published in the Salon’s catalog. Besides, the following prices are to be awarded:
The Grand Prix «The Peace Messanger» prize and 1.500 euros is to be awarded by the International Association of Peace Messanger Cities
The Gold Plague prize and 1.000 euros
The Silver Plague prize and 800 euros
The Bronze Plague prize and 500 euros
The Mayor of Bydgoszcz (Poland) Award, amounts 750 euros

Cartoonists and fine artists from all over the world have the right to participate. They should submit at most three (3) original cartoons, which have not been awarded by any other international competition, on the subjects of antiwar as well as solidarity between people and nations. Digital prints will be accepted only if they are signed by the artist. The artworks should be utmost A4-A3 formated, while art technique is at the artist’s choice. On the back of the artwork there should be written data on the artist (such as: name, surname, address, phone/fax, e-mail).
The submission deadline is September 13, 2013.
The jury session is to be held on September 13-14, 2013.

Submitted artworks are not to be returned, and the Salon keeps the right to use them without any restitution.
NOTE:
So far the 16th International Antiwar Cartoon Salon «Kragujevac 2011» had great international promotion and afirmation. On the occasion of the award ceremony the prizes were handed over and the exhibition was opened in Kragujevac.
Afterwards, the 16th Salon exhibition was launched in Pitesti, Romania, on the of Day of the Romanian Statehood. Later, it was part of the International festival «The World is Colourfull» held in Ingostadt, Germany, and then it was presented in the European Commission headquaters Charlemagne building to over 500 begginning civil-service employees from more than 58 countries.
Upon the International Day of Peace on September 21, the show was on in Plonsk, previously it was in Wielun, and this Polish tour ended in Oswiecim (Auschwitz).
The selected works of the 16th Salon also were on display in New Haven, USA, which is the presiding of the International Association of the Peace Messanger Cities (IAPMC), the association that is the main patron of the Salon awarding the Grand Prix «The Pease Messanger». When back from the USA, the exhibition is going to be shown in Belgrade, Serbia.
The Salon's exhibition has been invited to be the side programe at the IAPMC General Assembly session in Messolonghi, Greece, this October.
The 17th Salon's exhibition is going to be open in Oswiecim (Auschwitz), Poland, on the occasion of the International Holocaust Remmembrance Day in January 2014.

The Jury might additionally award several diplomas to close contenders.
Cartoonists and fine artists from all over the world have the right to participate. They should submit at most three (3) original cartoons, which have not been awarded by any other international competition, on the subjects of antiwar as well as solidarity between people and nations. Digital prints will be accepted only if they are signed by the artist. The artworks should be utmost A4-A3 formated, while art technique is at the artist’s choice. On the back of the artwork there should be written data on the artist (such as: name, surname, address, phone/fax, e-mail).
The submission deadline is September 13, 2013.
The jury session is to be held on September 13-14, 2013.

NOTE:
So far the 16th International Antiwar Cartoon Salon «Kragujevac 2011» had great international promotion and afirmation. On the occasion of the award ceremony the prizes were handed over and the exhibition was opened in Kragujevac.
Afterwards, the 16th Salon exhibition was launched in Pitesti, Romania, on the of Day of the Romanian Statehood. Later, it was part of the International festival «The World is Colourfull» held in Ingostadt, Germany, and then it was presented in the European Commission headquaters Charlemagne building to over 500 begginning civil-service employees from more than 58 countries.
Upon the International Day of Peace on September 21, the show was on in Plonsk, previously it was in Wielun, and this Polish tour ended in Oswiecim (Auschwitz).
The selected works of the 16th Salon also were on display in New Haven, USA, which is the presiding of the International Association of the Peace Messanger Cities (IAPMC), the association that is the main patron of the Salon awarding the Grand Prix «The Pease Messanger». When back from the USA, the exhibition is going to be shown in Belgrade, Serbia.
The Salon's exhibition has been invited to be the side programe at the IAPMC General Assembly session in Messolonghi, Greece, this October.
The 17th Salon's exhibition is going to be open in Oswiecim (Auschwitz), Poland, on the occasion of the International Holocaust Remmembrance Day in January 2014.

COMPETITION FOR THE 9. INTERNATIONAL COMICS AND CARTOON FESTİVAL “NINTH ART 2013”, KOSOVO
- The Kosovo Comic Book Artists Association "Xhennet Comics" is organizing the 9th Internacional Festival of Comics and Cartoons.
- The Festival will be held from 7 until 10 September 2013 on the Gallery "Hamam" in Prizren, KOSOVO.
- The Festival is not going to be competitive; however 15 foreign and 10 Kosovar artists will be elected from the jury to have the expenses of travel and hotel accommodation covered for 3 days.
- All the participants of the festival will be delivered with the Catalogue, T-shirts with Festival logo, and the Certificate of Gratitude. Those absent will receive the catalogue via e-mail, PDF file or they can download from the official web site of the association.
- The Festival of Comics and Cartoons is held every year in Prizren, Republic of Kosova, organized from the Kosovo Comic Book Artists Association "Xhennet Comics".
- The festival is open for every artist, professional or amateur, from all around the world.
Participating Conditions:
1. The genre and topic are free, whether for Comics or Cartoons.

20th International Exhibition of the Arts of Humor, University of Alcalá 2013, Spain
The Quevedo Institute of Humor of the General Foundation of the University of Alcalá announces the 20th International Exhibition of the Arts of Humor. The title for this edition will be “OTROS TRABAJOS, OTRAS ECONOMÍAS (JOBrobados)” = (“OTHER JOBS, OTHER ECONOMIES”).
The economic situation in many countries is creating new levels of precariousness reflected in the temporary hiring, corruption, bad work conditions, abuse of the internships, underground economy ...
The 20th International Exhibition of the Arts of Humor IS NOT a competitive contest.
The exhibition will be divided in four sections: Graphic humor, video and animation, audio and literary humor.
GENERAL REQUIREMENTS
1. All the persons older than 18 can take part in one or several sections of the exhibition.
2. The deadline for sending the works is June 28th 2013. Works can be sent via email to miah@iqh.es and via mail to:

4. The authors with works selected for the exhibition will receive a copy of the catalogue that will be edited for the 20th International Exhibition of the Arts of Humor.
5. The works selected will be part of the documentary collection of the Quevedo Institute of Humor.
6. When sending their works, the authors are giving the General Foundation of the University of Alcalá the authorization of reproducing, and spreading their works. That reproduction and/or spreading must be done always making a reference to the author’s name and its objective must be related to the content of the exhibition, with no obligation generated regarding the authorship of the work.
7. The organization reserves the right of not displaying those works that could violate individual or collective rights.
8. The participants will be responsible before any claim on the authorship of the works. The organization will not be responsible before any claim made by a third party upon the violation of intellectual rights or property of the works.
9. The participation in the Exhibition implies the acceptance of these general requirements and the renounce to any legal claim. The authors will be the sole responsible of their works.

Results 13th World Press Freedom International Editorial Cartoon Competition 2013
The jury of the 13th World Press Freedom International Editorial Cartoon Competition, composed of Rod Macdonell, Shawn McCarty and Bado, met last month to choose the winners. Their picks were announced today at the World Press Freedom Day Luncheon at the Ottawa Congress Centre.

When journalists and cartoonist face economic uncertainty or threats to their employment, there is great pressure to give up on tackling tough stories, give in to self-censorship or give attention to sensationalist journalism in the service of commercial sustainability. But can free speech survive hard times?

Winners in the 18th Dutch Cartoon Festival 2013 with theme "Prejudices and Stereotypes"
The Russian-born Constantin Sunnerberg (See above), currently living in Belgium, received the first prize from the hands of Wim Reijnders, director of the Markiezenhof. This trophy for best cartoon in 2013, plus a cash prize were awarded in the framework of the Cartoon Festival, co-organized by the Markiezenhof, Feco (Federation of Cartoonist Organizations) and Tulip (Dutch Cartoonist Association).
The second prize went to the Dutchman Mark Baars (See below), the third prize went to the Israeli cartoonist Sergey Sichenko.
In addition to the above awards, the Dutchman Jan Zandstra won the award of Dutch Cartoonist Association, the Tulip. The cartoon by Belgian Stefaan Provijn was the winner of De KEVER prize as the best Belgian Cartoon 2013. The FECO prize went to the Romanian artist George Licurici.

Sergei Tunin wins the 1st International "İzmir" Cartoon Competition 2013, Turkey
222 artists sent in 417 works to the 1st International Cartoon Competition 2013 of Konak Municipality with theme "İzmir", Turkey. The Jury comprised of Doğan Hızlan (Journalist), Rıfat Mutlu (Cartoonist), Niyazi Yoltaş (Cartoonist), Tan Oral (Cartoonist), Eray Özbek (Cartoonist), İzel Rozental (Cartoonist), Mehmet Aslan (Cartoonist), Cemalettin Güzeloğlu (Cartoonist), and Dilek Maktal Canko (Coordinator) decided to award the prizes as follows:

Terms and conditions
Concept:
The contest will focus at the issue of unemployment in the EU, in order to promote broad strategy for smart, sustainable and inclusive growth "Europe 2020", and in particular youth employment.
In February 2013, 5.694 million young people (under 25) were unemployed in the EU27, of whom 3.581 million were in the euro area. Compared with February 2012, youth unemployment rose by 196 000 in the EU27 and by 188 000 in the euro area. In February 2013, the youth unemployment rate was 23.5% in the EU27 and 23.9% in the euro area, compared with 22.5% and 22.3% respectively in February 2012. In February 2013, the lowest rates were observed in Germany (7.7%), Austria (8.9%) and the Netherlands (10.4%), and the highest in Greece (58.4% in December 2012), Spain (55.7%), Portugal (38.2%) and Italy (37.8%).
The unemployment rate in the USA was 7.7% in February 2013. In Japan it was 4.2% in January 2013.

All awarded and selected works will be part of exhibition in Ruse Art Gallery and IC Europe Direct. Cartoons will not be returned. All cartoons will be included in collection of Europe Direct and will be included in travelling exhibition among Europe Direct Centers in Bulgaria.
8. Postal costs for sending works are covered by participants. There is no fee for participation.
9. Selected and awarded authors will receive paper and electronic catalogue - CD with exhibition.
10. Participation in this contest is considered as author’s agreement with present terms.
